Process and data first, screens second
Development starts with the real workflow and the smallest useful scope. The first version should solve the core problem and create a foundation that can be expanded without rewriting the whole system.
I focus on shared users, permissions, reference data, documents and relationships. A new module does not have to become an isolated island and can use information that already exists.
